PASTORAL MEASURES 1968 – Proposals for a Pastoral Scheme

1. Dissolution of benefices The benefice of Welford with Weston; the benefice of Clifford Chambers with Marston Sicca and the benefice of Pebworth with Dorsington in the diocese of Gloucester shall be dissolved.

2. Creation of new benefice of Welford with Weston and Clifford Chambers (1) A new benefice which shall be named “The Benefice of Welford with Weston and Clifford Chambers” shall be created in the diocese of Gloucester and the area of the new benefice shall comprise the parish of Welford, the parish of Weston and the parish of Clifford Chambers which parishes shall continue distinct.

(2) The new benefice and its constituent parishes shall belong to the archdeaconry of Cheltenham and the rural deanery of Campden

(3) (1) If immediately before this Scheme comes into operation the benefice of Welford with Weston is vacant or if the Scheme is brought into operation by the vacancy of the said benefice and in either case the Reverend David Frederick Cox Hawkins is then incumbent of the benefice of Clifford Chambers with Marston Sicca he shall be the first incumbent of the new benefice

(2) If immediately before this Scheme comes into operation the benefice of Clifford Chambers with Marston Sicca is vacant or if the Scheme is brought into operation by the vacancy of the said benefice and in either case the Reverend John David Strong is then incumbent of the benefice of Welford with Weston he shall be the first incumbent of the new benefice.

(4) Subject to paragraph 3 of Clause 2 hereof the right of presentation to the new benefice shall be exercised in a recurring series of three successive turns of which the Right Honourable the Baron Sackville of Knowle Sevenoaks in the county of Kent shall have the first and third turns and the Gloucester Diocesan Board of Patronage shall have the second turn

(5) The following shall be appropriated or transferred as the case may be to the new benefice so as to become endowments and property of that benefice

(1) the endowments and property of the benefice of Welford with Weston

(2) all the endowments and property of the benefice of Clifford Chambers with Marston Sicca other than those appropriated or transferred to the benefice of Pebworth with Dorsington and Marston Sicca in accordance with paragraph 6 of clause 3 hereof

3. Creation of new benefice of Pebworth with Dorsington and Marston Sicca (1) A new benefice which shall be named “The Benefice of Pebworth with Dorsington and Marston Sicca” shall be created in the diocese of Gloucester and the area of the new benefice shall comprise the parish of Pebworth, the parish of Dorsington and the parish of Marston Sicca

(2) The new benefice and its constituent parishes shall belong to the archdeaconry of Cheltenham and the rural deanery of Campden

(3) If immediately before this Scheme comes into operation the Reverend Richard Ellis Owen is incumbent of the benefice of Pebworth with Dorsington he shall be the first incumbent of the new benefice

(4) The parsonage house of the benefice of Pebworth and Dorsington shall be vested in the incumbent of the new benefice in his corporate capacity as his residence

(5) The following shall be appropriated or transferred as the case may be to the new benefice so as to become endowments and property of that benefice (1) The endowments and property of the benefice of Pebworh with Dorsington

(2) (a) A permanent annuity of £28 charged on the Church Commissioners General Fund in favour of the benefice of Clifford Chambers with Marston Sicca

(b) A capital sum of £2,817.90 now producing an annual income of £98.66 being part of a larger sum held by the Church Commissioners on behalf of the benefice of Clifford Chambers with Marston Sicca

4. Coming into operation of this Scheme This Scheme shall come into operation upon the first day of the month following the date of any Order of Her Majesty in Council confirming this Scheme if either the benefice of Welford with Weston or the benefice of Clifford Chambers with Marston Sicca is or are vacant but if both the benefices are then full the Scheme shall come into operation upon the date on which the first of the said benefices is vacated.

(Note – A decision on which parsonage house is to be retained as the place of residence for the incumbent of the new benefice of Welford with Weston and Clifford Chambers and which parsonage is to be disposed of is being deferred).
